Consolidated Utilities Billing & Service (CUBS) performs billing and collection services for agencies that provide utilities (Refuse, Water, Sewer, and Stormwater drainage) and manage Rental Housing Compliance programs. There are over 318,000 customer accounts that receive any combination of these services. These services generate revenues over $485,000,000 annually.
The most visible operation is the Utility Customer Service Call Center. It handles approximately 20,000 customer calls and 13,000 web inquiries per month regarding utility services and billing.
Payment is the responsibility of the owner(s) of each property receiving service. Collection efforts include processes for placing a lien against the property and transferring delinquent amounts on active accounts to the property tax bill. Unpaid amounts on closed accounts are sent to the Department of Revenue Recovery (DRR) for collection.
In addition to the utilities functions, CUBS operates a small billing system for credit accounts at the County Landfill. Collection for these accounts includes account termination and referral of the delinquent accounts to DRR.
